Where is the bible verse that says something like "if you are poor say you are rich"?

It sounded very affirmation based like if you are poor and want to become rich speak your outcome into existance. Ive searched the internet all over and cant find it, im not sure if it was an actual bible verse or if it was just a good saying. if its a verse could someone point me to it. Thanks
