This guy is playing games with me...what does it mean?

I've liked this guy a lot since last year and he's sort of a quiet type. A lot of his friends have told me he likes me back and he fliers with me a lot, but nothing has ever happened. He even tells me obvious things like calling me pretty or saying he was staring at my (O.0)...we were at the movies in a group and we sat together one row above everyone else and all our friends kept (trying to) discreetly tell him to make a move but one of my friends told me to come sit with him and everyone else (and all the others got mad because they wanted him to make a move). I don't know why he hasn't done anything yet and I am pretty sure we like each other but I really don't wanna make the first move! It might ruin our friendship! Help???
