What is the penalty for transporting huge quantities of Flammable liquids inside a penger van with penge?

A flooring company routinely travels across state lines in a church van with up to 6 pengers and 100's of gallons of synthetic highly flammable flooring materials (cl 3 flammable placarded 5 gallon drums, some with the welded seals intact, some with the lids duct taped on). No D.O.T registration. No Haz-mat certification.
