One very old saying that rings very true especially in cirstances like this is "never judge a book by its cover". Just because the dealers are young and don't look as though they could pull together a scam involving the cards does not mean that they can't. Also you don't know how long these 'local' players have been playing for do you? It's hard to say what is going on, these may simply be very good and very experienced players that are skilled in risk essment as the great poker players are, just because you see someone playing a hand that you personally would choose to fold does not mean that they are up to anything, it just means that they play differently to you, like others have said, ask for a new deck, maybe go to different dealers, and ultimately, stop playing when these locals are.
